The familiar Kyoto Protocol from 1997 established the practical quantitative obligations associated with the
Convention on Climate Change that took place in Rio de Janeiro in 1992. These obligations have been adopted in the EU as various European and national objectives. In Flanders the government gave this policy
shape for industry by means of the “Benchmark Covenant” and “Audit Covenant” in the 2004 – 2013 period. These covenants entail companies committing themselves to certain objectives. To achieve these objectives companies must draw up an energy plan in which they include all energy saving measures that are required
to achieve their aims.
In the 2014-2020 period the policy will be given shape in Flanders on the basis of the new Energy Policy Agreement (EPA). At European level 1 January saw the launch of the 3rd phase of the European emissions
trading system, with uniform and harmonised regulations being put in place.
